10 October 2026. The UAE Ministry of Finance announced Ministerial Decision No. 168 of 2026 on 9 October. Effective from 1 October 2026, it updates the accreditation process for electronic invoicing service providers and repeals Decision No. 64 of 2025 and its amendments.
What changed?
The previous preliminary-approval stage has been removed. Service providers must now complete the required assessment and technical testing before full accreditation. Existing preliminarily approved providers have up to 30 days from 1 October 2026 to meet the new requirements, normally without submitting a new application unless the Ministry instructs otherwise. Providers that fail to comply will lose preliminary approval.
Providers may use third-party Peppol solutions or outsource certain technical work but remain responsible for compliance and service delivery.
What businesses should do
This decision regulates service providers; it does not require every company to become an accredited provider. Businesses should verify their chosen provider’s full accreditation status against the Ministry of Finance’s official list, rather than relying on a preliminary approval. Review software integration, implementation schedules, data protection, fees and support before signing.
Does this change the eInvoicing deadline?
No deadline extension was announced in this decision. Under the separately announced timetable, first-phase businesses with annual revenues of AED 50 million or more must appoint an accredited service provider by 30 October 2026 and implement eInvoicing from 1 January 2027. Other businesses should check their applicable phase.
